Mobilising Business


We build partnerships that bring governments, international organisations, business and civil society together to promote integrity and responsible business. Advising on legal reform and regulatory change, providing innovative training to companies and designing and delivering collective action initiatives, we help governments and companies find practical solutions to the challenge of corruption in their societies and markets. Here is a selection of examples:


IBLF Healthcare Integrity Initiative

Even before the pandemic, healthcare systems worldwide were vulnerable to corruption and fraud. The pandemic has brought this challenge to a whole new level. In response to this, IBLF is pioneering the Healthcare Integrity Initiative. This programme, which aims to promote a culture of integrity in the healthcare sector, starts with the development of an integrity benchmark and methodology which can be used to assess the maturity and effectiveness of integrity and compliance management systems in hospitals. Phase 2 is training for hospitals’ suppliers and phase 3 is the exchange of best practices between hospitals.


Mobilising business against corruption in Southeast Asia:
In partnership with UNDP’s FairBiz project, from 2019 to 2022, IBLF Global developed a strategy for private sector engagement, and co-led its implementation. Working through multinationals’ supply chains, local business associations, and FairBiz’s Private Sector Advisory Group we encouraged senior business executives to contribute to training, awareness-raising and coaching of hundreds of SMEs in Malaysia, Thailand and Vietnam.



Government-Business Integrity Initiative in Vietnam:
From 2016 to 2019, IBLF Global worked with the Vietnam Chamber of Commerce and Industry (VCCI) to create the first Collective Action initiative in fighting corruption in Vietnam – the GBII or Government-Business Integrity Initiative. Starting with a survey of VCCI member companies, we facilitated consultation workshops of SMEs with the Government Inspectorate (GI). The final product was a report, “Enhancing Government-Business Integrity Action in Vietnam”, which has set the direction for joint action on corruption ever since.


Driving forward the integrity agenda in G20 countries:
From 2013 to 2015, IBLF Global occupied various positions, including vice-Chair, in the B20 Compliance and Integrity Task Force under the successive G20 presidencies of Russia, Australia and Turkey. This involved receiving B20 companies’ inputs into the Task Force’s recommendations, drafting the final document, and presenting it to the G20 Anti-Corruption Working Group and the G20 Sherpas. Outputs of the Task Forces’ work in these years included the B20 Collective Action Hub, an Anti-Corruption Toolkit for SMEs.



Engaging business in procurement reform in Russia:
IBLF Global advised the Moscow Government from 2010 to 2013 on procurement reform. This involved receiving inputs from the local government and international suppliers into the new national procurement legislation, co-chairing high-level business-government dialogues, and organizing a study visit for Moscow procurement staff to the Italian National Procurement Agency. By 2014, Moscow Government had set up its first e-procurement system opening opportunities for local SMEs to bid.
