IBLF Global co-authors the integrity guide for international investment projects

12 December 2023

Brook Horowitz, CEO of IBLF Global, co-authored "Integrity in International Investment Projects - Good Practices, New Perspectives", which was published by UNODC and was launched at the 10th session of the UNCAC Conference of the States Parties (CoSP10) Private Sector Forum at 2pm EST, Tuesday 12th December (https://lnkd.in/gBzRCA7y).

The publication is intended as a guide for public officials involved in the planning, design, and implementation of international investment projects. Executives from the private sector will also find it useful.

We've tried to take a slightly different approach: it's easy to dwell on all the problems of corruption in international investment projects, but here we have tried to identify some successes.

Our "Good Practices Model” (GPM) framework demonstrates how values and principles of anti-corruption can be mainstreamed throughout the international investment cycle. Each GPM is illustrated by concrete examples and good practices from various countries and industries.  Specific sectors included in this study are construction, transportation, power generation, renewable energy, water, sanitation and flood defense, located in a range of high- to low-income economies – Angola, Argentina, Colombia, Egypt, Indonesia, Jordan, Philippines and the United Kingdom.

There's also a useful overview of the regulatory and institutional framework and how international instruments, such as the UNCAC which is this year celebrating its 20th Anniversary, have shaped the procedures governing the implementation of such projects.

Apart from thanking the co-author Bart Scheffers and our researcher Afia Poku, we would like to recognise the hard work and professionalism of the UNODC team which commissioned and edited this publication, in particular Yao Deng, Javkhlan Yadamdorj and Vladimir Kozin, and many others behind the scenes. They kept the focus on the end goal with their commitment and encouragement! Also, in the first comment below, a big thanks to everyone who contributed valuable inputs to the early drafts.
